Questions

Click a question to see a short answer. The detailed analysis with legal references is in the note below.

  1. Who must file a notification, and what does it contain?

Since 25 August 2026 — only large operators (500,000 people or more, or from 10,000 if restricted-access data are processed). They notify before processing starts; the notification states the name and BIN, protection measures, the start date, whether data go to third parties or abroad, whether they are published, the list of data and where the database is located.

  2. How is an operator's category — small, medium or large — determined?

By the total number of unique people whose data are processed across all systems — up to 10,000 is small, 10,000 to 500,000 is medium, 500,000 or more is large. If restricted-access data (for example, medical or biometric) are processed, the category goes up one step.

  3. What happens to the notification when processing stops?

Before processing stops, the regulator must be notified, and within 30 working days it removes the details from the register of operators. The same period applies to entering details in the register after a notification of the start of processing.
